STIPULATION OF AGREEMENT
between
The School Board of Pinellas County
and
The Pinellas Classroom Teachers Association
The parties to this Stipulation
of Agreement mutually agree to the following provisions in order to implement
that state-mandated Voluntary PreK (VPK) program for
2005-06. If approved, the parties will
implement the new program in May 2006.
The parties concur that the program is newly created and, by design will
require considerable flexibility in order to be successful in the first year.
Accordingly, the parties agree to the following:
- The provisions of this stipulation shall apply only to eligible
“instructional personnel” as defined by the collective bargaining
agreement.
- Employees may apply to the program for consideration for
employment using forms prescribed by the district and shall be considered
for selection using guidelines similar to those used for Summer Reading
Camps. Candidates shall be required to meet Level 2 screening requirements
consistent with state VPK legislation. Applicants should understand that
some children enrolling for this program may not be fully toilet trained
and the program will require instructional staff members to accommodate
these student needs without additional staff support. Principals of the
designated centers will be responsible for hiring their instructional
staff from qualified applicants.
- Employees selected to work during the Summer VPK program will be
employed from May 19 through July 24 consistent with program requirements.
- The student day shall be 7 hours and 10 minutes plus ˝ hour daily
enrichment. The day shall begin at 8:00 a.m. and conclude by 3:40 p.m.
- The teacher day shall be 4 hours and 20 minutes for the morning
session and the same for the afternoon session. A full day for teachers
will be 7 hours and 40 minutes if the teacher works the entire day. There
will also be a 1-hour rest period for students at mid-day.
- Teachers shall be paid their regular daily rate for hours worked
in the program.
- It is expressly understood that the unique funding process for the
Voluntary PreK program is regulated by the State
of Florida and is payable based on actual daily
student attendance. This process may require the reduction of teacher
units if enrollment falls below the prescribed staffing model limits in a
given center. Therefore, teachers
shall be employed on an hourly basis, as needed to accommodate student
enrollment during this period.
This agreement entered into this day of January 2006.
